There are Cali plates on the cars, so it probably is.
He was going too fast, you're only supposed to go 15mph faster than the cars you're passing. At least now he can hopefully buy a better bike than the Kan-o-tuna.

So even though the rider was moving faster than was prudent, he should have been in clear due to the fact that no vehicles on either side of him should have attempted to cross the solid white/double yellow? Or is he still screwed because he was lane splitting on the double yellow?
