The cop would need one of two reasons to pull that person over. The first is the cop having a reason to question a person's immigration status other than that person being Hispanic. I'm not sure how they would do this while driving.
The second would be pulling them over for any other lawful reason (busted taillight, weaving, speeding, expired registration).
