There have been several well publicized issues in the US of hospital ER rooms stabilizing a patients to a sufficient level and then "patient dumping" them in areas where social services can deal with them over the years, no? It seems to me that was illegal, or at least straddling the line.

It probably still happens in some areas. The only transfers we do are to burn centers and nursing homes for the most part. If theres an issue with finding abed for a pt we do transfer some of the pediatric and psych cases.
Most of the people I send hoime I will give them the # to the appropriate clinic for follow up and if they dont have ins I willtell them they may be better off at kings county ( some clinics ONLY take uninsured people there) but we cant officially document that.
I even tell the pts I dont care where they get seen for follow up, its so long as the DO get seen is whats more important.
