I didn't say majority, but it only takes a significant minority to make a huge impact on public relations. And IMO, public relations is everything to a working police force.
My opinion in the matter comes from my experience on both sides of the law from doing numerous ride-alongs, working as an EMT, and as a motorcyclist with a happy throttle hand.
