We've been on the same road.
I went to Harlan Kentucky in June, for an ADV rider BYOB camp-out. God, what a shit hole. They didn't even sell beer there (I guess cause life was so fucking great there, they didn't need it
) Your description is pretty spot on, total squalor, but some really nice roads.
