I was behind a couple of people doing that yesterday, and I was sooooo pissed... The frigging truckers are constantly doing that around here too... one will start to pass another at the bottom of a hill, and by the time they hit the top of the hill, they're both 10 under the limit
"Keep right except to pass" is a completely foreign concept
